The U.S. Department of Commerce (DOC) announced the final results of its administrative review of anti-dumping duties on seamless standard carbon and alloy steel pipes and pressure pipes (seamless pipes) of Ukrainian origin. Orbis Steel reports.
The verification period is from February 10, 2021 to July 31, 2022. The Ministry of Trade established that the Ukrainian pipe manufacturer Interpipe during this period sold related products at prices below market prices. The company’s weighted average dumping margin was 4.99%, consistent with preliminary data announced in September last year.
In December 2023, the United States will impose a final anti-dumping duty on Interpipe OCTG pipes – the tariff will be levied at 4.89% of the cost of products.
The investigation into the import of Ukrainian products will be carried out from July 1, 2021 to June 30, 2022. The agency concluded that during the investigation, Interpipe supplied products to US consumers at prices below market prices.
According to previous reports from the GMK Center, imports of pipes to the United States from Ukraine in 2023 will decrease by 18% compared to 2022, to 93,710 tons. Import costs during this period decreased by 21.3% year on year – in December 2023, American buyers consumed 6.9 thousand tons of pipes from Ukraine, 2.2 times more than in December 2022 and 20.1 times more than last month.
